The Resources for Evaluating and Documenting AI Models Act (known as the READ AI Models Act) is a legislative initiative designed to standardize how artificial intelligence (AI) models and their associated data are documented. The bill directs the National Institute of Standards and Technology (NIST) to create a standardized, modular framework that developers—both in the public and private sectors—can use to provide transparency regarding the origins, capabilities, and limitations of AI models.
As AI integration increases across various industries, there is a growing need for transparency regarding how these models are built and trained. The primary intent of this bill is to move away from fragmented or proprietary documentation practices and toward a unified, structured template. This ensures that users, regulators, and researchers have consistent information to evaluate the reliability and safety of an AI model.
The Director of NIST, in consultation with other federal agencies, is tasked with initiating a pilot program to develop:
* A Structured Template: A standardized form for documenting AI models and data.
* Technical Guidelines: Comprehensive instructions and benchmarks to accompany the template, incorporating industry best practices and voluntary consensus-based standards.
The proposed template is intended to capture critical metadata, including but not limited to:
* Identification: Model name, developer identity, and the developer's location of incorporation.
* Technical Specs: The model's release date, the knowledge cutoff date for training data, and supported languages.
* Legal/Usage Terms: The model's terms of service.
To ensure the framework is practical across different industries, the bill mandates that the template be modular. This allows users to adopt only the sections relevant to their specific use case, intended audience, or sector-specific needs.
NIST is required to collaborate with a diverse group of stakeholders, including:
* Private sector entities and nonprofit organizations.
* Institutions of higher education.
* International standards organizations and federal agencies.
* Public Comment Period: A draft of the template must be published in the Federal Register for a public comment period of at least 60 days.
