This bill mandates a study to determine the feasibility of a federal grant program to help schools, hospitals, and residences mitigate noise pollution from space launch activities.
The Space Launch Noise Mitigation Study Act is a legislative proposal designed to address the environmental and community impact of increasing space launch activities in the United States. While acknowledging the critical importance of the commercial space industry for national security and economic stability, the bill recognizes that the rise in launch frequency can be disruptive to residents and facilities living near launch sites.
The primary purpose of this bill is to mandate a formal study to determine if a federal grant program should be established to help affected communities mitigate noise pollution.
The bill directs the Under Secretary of Defense for Acquisition and Sustainment to complete a comprehensive study within one year of the Act's enactment. This study will evaluate the feasibility of creating a "space launch noise mitigation grant program."
The study must specifically address:
* Financial Requirements: An estimate of the funds needed to run the grant program, including costs for different types of facilities.
* Eligibility: Recommendations on the geographic boundaries that would define which communities are eligible for aid.
* Technical Solutions: Recommendations for specific noise-mitigating technologies and the estimated costs to implement them.
* Operational Improvements: Ways the Space Force can improve coordination with local communities to minimize disturbances.
* Education: A proposed community outreach program to educate residents on the national benefits of space activities.
To ensure the study is scientifically sound, the Under Secretary must consult with the Commanders of Space Launch Delta 30 and Space Launch Delta 45. The study will analyze several acoustic metrics, including:
* Specific decibel levels (C-weighted and A-weighted) and peak noise levels (PK 15).
* The impact of sonic booms and overpressure vibrations.
* Data from all Federal ranges conducting at least one vertical launch per year (starting in 2024).
* Information from sonic boom monitoring stations.
The bill defines "eligible communities" as local government units that the Secretary of the Air Force determines are negatively affected by Department of Defense (DoD) launch activities. Within these communities, the bill identifies covered facilities that would be the focus of mitigation grants, including:
* Hospitals and daycare facilities.
* Schools and senior citizen facilities.
* Private residences (single or multi-unit) built before January 1, 2026, provided they are not government-owned.
