Biography
Kevin Mullin, born on June 15, 1970, in Daly City, California, is a fourth-generation Californian and San Mateo County native. He currently serves as the U.S. Representative for California's 15th Congressional District, a position he has held since January 3, 2023. Prior to his election to Congress, Mullin had an extensive career in public service, including roles as a member of the South San Francisco City Council and as Mayor in 2011. He also served in the California State Assembly from 2012 to 2022, where he was the Speaker pro Tempore from 2014 until his departure, making him the longest-tenured Speaker pro Tempore of the modern era.
Mullin's legislative focus has been on election reform and strengthening democracy. He authored the first-in-the-nation DISCLOSE Act to increase transparency in political funding and championed universal vote-by-mail in California, leading to record voter participation. Additionally, he co-authored legislation for automatic voter registration in the state.
In Congress, Mullin continues to advocate for climate resilience, economic equity, and democratic reforms. He is a member of the House Committee on Energy and Commerce, where he addresses issues related to healthcare, environmental protections, and technology.
