Will Barclay is a Republican member of the New York State Assembly representing the 120th Assembly District, which includes Oswego County; the Cayuga County towns of Ira, Sterling, and Victory; and the Jefferson County towns of Adams, Ellisburg, Lorraine, and Worth. First elected on November 5, 2002, he has served as Assembly Minority Leader since January 2020, when unanimously elected by his colleagues. Notable achievements include serving as Ranking Minority Member on the Assembly Ways and Means Committee, Deputy Minority Leader, Assistant Minority Leader, Chair of the Minority Joint Conference Committee, and Vice Chair of the Minority Program Committee; he also chaired the Minority Hunting and Fishing Task Force and participated in task forces on manufacturing and small business. An attorney and partner at Barclay Damon LLP specializing in business law, he focuses on policies benefiting upstate New York's economy. Born January 5, 1969, in Syracuse, he is a lifelong Central New York resident and eighth-generation Pulaskian; he and his wife Margaret have two sons.

Education and Political Experience

  • Education: Graduated from St. Lawrence University and Syracuse University College of Law; after law school, served as law clerk for Judge Roger J. Miner of the U.S. Court of Appeals, Second Circuit.
  • Political Experience: Elected to the Assembly in 2002; advanced through leadership roles including Deputy Minority Leader before becoming Minority Leader in 2020 following Brian Kolb's resignation. Son of former state Senator Hugh Doug Barclay, who chaired the GOP Senate conference and served as U.S. Ambassador to El Salvador.
